The ROSE Program - Hainan

The Rutgers Overseas Semester Experience (ROSE) program offers Chinese students the opportunity to experience their first semester as a Rutgers student at a partner university campus in China. The on-campus locations include Beijing, Guangzhou, Hainan, and Shanghai. Participating in the ROSE program will help students navigate their first semester at Rutgers while preparing for the eventual transition to campus in New Jersey.

By partnering with Hainan University (HNU), a comprehensive key “211 Project” university under the direct administration of Ministry of Education, Rutgers has created an opportunity for first-year, Chinese international students to study at one of China’s prestigious Double First-Class Discipline Universities as well as one of the safest places in China during the COVID-19 pandemic times. 

Hainan island boasts pristine views and comprehensive safety. Located off mainland China, Haikou serves as one of China’s most secluded locations. Students attending Hainan will be able to focus more on their studies while attending ROSE, giving both students and parents more peace of mind.

The Rutgers-Hainan ROSE program is planned to be located at HNU’s Chengxi campus, which is located west of Haikou, the capital city of Hainan Province. Depending on student enrollment, students may be located on the Haidian campus, the main campus of HNU, on the Haidian Island of  Haikou. Students will be able to live and attend classes on campus as long as the campus is operating at a normal status.  

Campus access: The degree of campus access will depend on Hainan’s Fall 2020 operational status. Having strived for strict control of COVID-19 pandemic, HNU has been reopened with epidemic prevention foremost and systematic control of a new normal. Hainan University is one of the few universities that currently has their students back on campus. If HNU keeps its current reopen policy and continues to run at normal capacity, students in the Rutgers-Hainan ROSE program will be issued a student ID card that will give them access to the campus, as well as most university resources such as the library, dining hall, and gym.

Academics

The ROSE program will consist of a combination of in-person classes at HNU campus taught by Chinese university professors and online coursework taught by Rutgers professors. ROSE will allow students to interact with classmates in China, New Jersey and around the world to creating a cohesive Rutgers community. With both in-person and online classes, students will access the same materials and syllabi used on the Rutgers campuses in New Jersey. 

Online Rutgers courses: Students will work with their Rutgers first-year dean or school advisor to determine which online classes offered by Rutgers will be required for students to take in addition to the on-campus courses. 

In-person Rutgers courses: An estimated six (6) Rutgers courses and one (1) recitation course will be taught by HNU faculty who hold Ph.D.’s from the United States, Finland and Australia universities. Students will take classes in HNU classrooms. Each student will work with their Rutgers school advisor to determine which courses of the seven classes to take. Below is a tentative course list that will be offered on Hainan campus:

You will need to ensure that you are registered as a full time student according to Rutgers University requirements. This requires a course load of 12-18 credits for the fall 2020 semester and includes a combination of both online and on-campus courses. You will receive 2-4 credits per class taken with the ROSE program depending on course selection. 

Housing and Meals

Rutgers students can select between housing options that include ROSE off campus housing or commuting from home. For more information on pricing, see the financial section below.

1. On-Campus Housing - For ROSE housing, students can stay at on-campus dormitories depending on capacity. Dormitories will house two students per room, will be on campus and will include a private bathroom and shower, air conditioning, and access to gyms and dining. Through ROSE housing, Rutgers students will have a comparable experience to students living on-campus in New Jersey. Students who do not sign up or pay before the July 6 deadline are subject to higher prices for housing.

2. Off Campus Hotels - As an additional option for ROSE housing at this location, students may choose an off campus hotels depending on capacity. Hotels will be within a 2km proximity to campus and would include a private bathroom and shower, as well as access to gyms and dining. Through ROSE housing, Rutgers students will have a comparable experience to students living on-campus in New Jersey. Students who do not sign up or pay before the July 6 deadline are subject to higher prices for housing.

3. Commute - Students have the choice to waive ROSE housing. If a student originally decides to commute to campus before the start of the semester and later prefers campus housing, we will not be able to guarantee availability. Should housing be available, prices may increase based on current partner costs. 

Meals: Meals are not included in this housing option and are the responsibility of the student. Three meals a day are available in the campus cafeterias at a moderate price. 

Internet: ROSE housing and classrooms are equipped with internet connection.

Rutgers Resources: Students will still be able to access and receive many of the resources available to students in New Jersey including online library access, student services, on-line programming, and other services. 

 

DEPOSITS, WITHDRAWAL, AND DISCLAIMER


Program Fee Deposit: A $500 deposit will be required following your final assignment to secure a spot in the ROSE program at this location. The deposit will be applied against your term bill. All deposits will be due between June 29, 2020 and July 6, 2020. 

Housing Deposit: If ROSE housing is selected, an $800 deposit will be required to secure the room. The housing deposit will be due July 6, 2020. This deposit becomes non-refundable after July 17, 2020. 

Late Application: If a full application, including payment of deposits is received after the July 6th, the prices for housing may be higher than reflected below.

Withdrawal: The Rutgers-Hainan ROSE program option is one of several options available to Rutgers first year undergraduates. Students maintain the ability to choose to go fully-online before the start of classes on September 2, 2020. 

Disclaimer: The Rutgers-Hainan ROSE program option is still under final negotiations and may be subject to change. The program is also contingent upon the normal operating status of our partner university as well as government and health regulations. The program may be cancelled at any time if deemed necessary for student’s health and safety. In such a scenario, students may have the option of transferring to another location if spacing is available, or they may automatically revert to a fully-online first semester course option.
